Special Education Technology Analyst with UPD Consulting on

This position is an exciting opportunity to gain valuable technology
experience and make a difference in the lives of students with special
needs. UPD Consulting is seeking an Education Analyst to support the
implementation of a state sponsored Special Education Data System.
Position will be part of a consulting team to an existing State
Education Agency client. Position will require knowledge and
experience in developing business requirements for data systems,
reporting analytics, and user-friendly dashboards. Position will also
require excellent written and oral communication skills and ability to
collaborate with a wide range of stakeholders, including senior state
leadership, school district administrators, as well as the classroom
level educator/service providers. Lastly, the position will require
the demonstrated ability to design comprehensive strategies,
processes, or plans from start to finish, that provide a clear vision/
path for meeting a set of specific programmatic or implementation
outcomes.
We recognize that candidates with a range of education backgrounds and
experience may be qualified to perform this work. However, we are
looking particularly for someone who is highly analytical, who
understands and can break down very complex processes into digestible
tasks and actions, can demonstrate innovation and thoughtfulness in
his/her problem-solving, and is willing to dive deep into a very
challenging implementation project in order to understand both at a
detailed and global levels the problems that are in front of us to
solve.
Prior knowledge or experience with special education policy, school
district operations, and education data systems is a plus, as is
coming in with an understanding of how data can be effectively used to
improve the efficacy, quality and delivery of instruction,
interventions, and services to students in the K-12 education
system.
Knowledge or experience of standard/best practices in project
management and performance measurement is desirable.
Specific Job Tasks and Responsibilities
(including but not limited to the following)
1. Develop a very deep content knowledge of the special education data
system including the policies and procedures driving the technological
requirements of the system and use that knowledge to support
development, testing, and issue identification in the system.
2. Analyze school/district and state education agency business
processes related to special education as well as district and state
policy requirements in order to identify and help resolve policy/
procedural issues that arise in developing workflow/processes for
special education.
3. Facilitate decision-making with senior leadership team members and
ensure that stakeholders have the information they need to understand
how key decisions might impact their work.
4. Gather, document, analyze and consolidate business requirements for
the purpose of configuring system user interfaces, data dashboards, or
reports.
5. Analyze internal processes, management practices, and protocols;
make recommendations for improving efficiency, quality, and client
management; lead implementation of performance improvement/performance
management initiatives of the team.
6. Design, plan, and carry out tasks for implementation and change
management as it relates to Special Education Data System
7. Design and implement training initiatives related to building
capacity of district and state level stakeholders.
8. Act as liaison between the administering agency and system
stakeholders and work with user stakeholders in addressing/resolving
implementation issues
9. Provide advanced level support to User Support systems to provide
troubleshooting assistance and the escalation of system and policy
issues and to support broader Data Quality initiatives.
Minimum Requirements
• Bachelors degree. Masters preferred in the field of public
administration, public policy, education, or MBA.
• Five years of experience that involved tasks similar to or that
would involve the development of skills required to complete the
responsibilities listed above.
• Writing and other relevant project/work samples will be requested.
